In the seven decades from 1951 to 2020, a total of 411 out of 11,569 Indian Administrative officers (IAS) were Muslims. This brings the share of Muslims in the civis services to 3.55 percent, according to a survey conducted by an independent research center in Haryana. Nooruddin, a research scholar at IIT Roorkee, Uttarakhand, analyzed the research center's report to present these figures.
According to his analysis, most of the Muslim IAS officers have been from Jammu and Kashmir. So far, 119 IAS Muslim officers in India hsve been from Jammu and Kashmir.
Among the other states, Bihar had 58, UP 48, Kerala 31, Karnataka 20, Madhya Pradesh 16, Maharashtra 12, Tamil Nadu 10, Andhra Pradesh 10 and Telangana 8 Muslim IAS officers .
In fact only 179 have cleared the UPSC held civil services with direct appointments while 232 rose to this position through official promotions.
In Uttar Pradesh, out of 48 IAS officers 40 had cleared the UPSC civil services examination. In Bihar, which is considered a backward state in the country, 29 Muslim candidates cleared the UPSC examination to become direct IAS officers.
The survey conducted in April 2018 also revealed that there is only one Muslim officer in the post of Additional Secretary while there is not a single Muslim in the post of Secretary.
On an average, 32-35 Muslim candidates have been clearing the civil services exam for the past few years. In 2019, 42 Muslim candidates passed the civil services exam, while in 2018 their number was only 28. Similarly in 2020, 31 Muslim candidates qualified the exam.
